Federal Policy to Local Level: Data-Driven Education Planning in Nigeria

Abstract

 

There is a dearth of literature on implementation of local level education data-driven planning. This article presents such an approach implemented by Office of the Senior Special Assistant to the President of Nigeria on MDGs[1] in partnership with The Earth Institute, Columbia University. It focuses on design and implementation of the Conditional Grants Scheme-Local Government Areas[2], one of the largest global poverty elimination programmes towards achievement of MDGs. CGS-LGA transforms policy into practice as an active federal policy programme in Nigeria creating local level plans through funding gaps to equip schools with essential inputs. This article presents analysis of data in grant applications, further discusses gaps in data use and shares lessons learnt. A literature review forms the foundation for analysis in three areas- development of data systems, importance of information to reform education practices, and linking information through provision of data to build accountability.
